In addition to strengthening the mandate to serve jobseekers facing barriers to employment, the Workforce Innovation and Opportunity Act (WIOA) includes a comprehensive definition of the transitional jobs strategy and includes all components of transitional jobs programming as allowable uses of funds. This presentation, delivered at the National Association of Workforce Development Professionals (NAWDP) 2015 Annual Conference, addresses the portions of the new law related to the transitional jobs strategy as well as other provisions related to better serving individuals facing barriers to employment, and offers recommendations for how workforce boards, service providers, and other stakeholders can respond to WIOA in ways that result in better outcomes for the chronically unemployed.
